FOR DECORATIVE PURPOSES ONLY

This needle pointing to red indicating that the tank is empty.  The tab has also been pulled.

I attended a talk on fire prevention and fire safety a couple of weeks ago and now I have a habit of checking on the fire extinguishers when I go to a new place.
When I was at another school in Ipoh during the weekend, I noticed that all the fire extinguishers that I had looked at were empty.  The speaker Mr Kent Ng had taught me to look at the meter at the top of the extinguisher.  When the needle is pointing to red, it means that it is empty.  Furthermore, the safety tab had already been pulled out.

This is the fire extinguisher in the library.  The meter shows that the tank is full and the safety tab is still intact.
