Apparently the owner of the metallic drain covers installed the chain to protect them from being stolen by thieves as resale as scrap. It is sad isn't it that people have to resort to protecting their property in such a way. Sadder still is the fact that there are people who want to steal drain covers instead of earning an honest living.
