The Chinese Lunar New Year begins on 19th February 2015 but the Year of the Goat 乙未 年 would have been ushered 15 days earlier, that is on 4th Feb 2015 at 11:58 a.m. Every year the 4th (and sometimes 5th) day of February is the day of Spring commencement 立春.
