To the Chinese small windmills symbolize a change in fortune and are popular during Chinese New Year. Traditionally, the Chinese people believe that the spin of the windmill can turn ones luck. However, if a person has been lucky the previous year, they should not use the windmill because turning the wheel would have opposite effect. So instead of good luck, it'd turn into bad. One can usually see these windmills being sold at certain temples during festivals.
